For a long time, due to the limitations of the planned economic system, the forestry and paper industry has been divided and separated, and the advantages of the combination of forestry and paper industry cannot be brought into play, which restricts the further development of forestry and paper industry. Under the condition of socialist market economy, the original system has exposed serious defects and contradictions. Accelerating the pace and implementing the forestry paper integration strategy is the only way for Fujian Province to deepen the economic system reform, adjust the industrial structure, give full play to its regional advantages, optimize the allocation of resources and cultivate advantageous industries. This article only talks about some assumptions on this issue.

1.1 forestry Fujian Province Forestry overview
forestry Fujian Province is an increasing number of automobile OEMs began to consider the choice of environmental protection materials with low emission characteristics to improve the air quality in vehicles. In the key forest areas in southern China, the mountains suitable for forestry are vast, and the forest coverage is 63.7%, ranking first in the country, equivalent to the level of northern Europe. The province has 7.3537 million hectares of forest land, with a total volume of 818 million cubic meters. The average annual growth of trees is 34.3587 million cubic meters, and the consumption is 31.5295 million cubic meters. The climate and soil of Fujian Province are suitable for the growth of forests, and the annual growth rate of trees is 8%, which is equivalent to 2 ~ 3 times the national average level. The total annual output of timber in the province is 4.6894 million cubic meters, and the sales volume is 3.904 million cubic meters. Forest industry is one of the pillar industries in our province. Pulping and papermaking is an important industry in our province, with an output value of about 4billion yuan. In the past, more than 1 million cubic meters of wood raw materials were needed every year, and it is estimated that about 2million cubic meters will be needed this year. In addition, the forestry system produces about 650000 cubic meters of wood-based panels every year and also needs more than 1 million cubic meters of wood. These materials can basically meet the demand by relying on the forest resources of the province. Rich forest resources, especially masson pine resources, which account for more than 40% of the industrial timber forest area, are the advantages of developing the pulp and paper industry in Fujian Province. Forestry Fujian Province is one of the few provinces in China that have large backbone enterprises such as green paper and Nanping Paper, and mainly pulping and papermaking with plastic parts with glossy surface that must be preheated and dried for a long time at 80 (9) degrees wood raw materials. Its development characteristics are as follows:
1.2.1 Lin is mainly large and medium-sized state-owned enterprises, and pays attention to learning from the experience of advanced countries in the world to realize the Chinese dream in expanding and strengthening industries. He has certain advantages in enterprise scale efficiency and technical equipment. Although there are about 200 paper mills in Fujian Province, the capacity of more than 20 large and medium-sized paper mills accounts for 80% of the industry's capacity. In particular, several influential large backbone enterprises in China, such as Nanzhi and Qingzhi, have introduced a number of the most advanced technical equipment in the foreign paper industry in the technological transformation and capital construction in recent years, which has greatly improved the scientific and technological content and competitiveness of enterprises. Nanping Paper has an annual output of 180000 tons of high-speed color offset paper machine, 150000 tons of green paper KP pulp and its alkali heat recovery, and 150000 tons of green mountain kraft paperboard machine, all of which are world-class in technology. The large scale of enterprises, more talents, more advanced technology and good industrial foundation are a major feature of the paper industry in our province.
1.2.2 forest the raw materials of pulp and paper industry in Fujian Province are mainly wood and wood pulp. There are 11 enterprises in the province with the ability to manufacture pulp from plant raw materials, with a pulp making capacity of 617000 tons, of which only 30000 tons are straw pulp, accounting for 5%; All kinds of wood pulp account for 95%. Because it is mainly made of wood pulp, the paper products in our province have high quality and low pollution. Because wood pulp is convenient for alkali recovery, all chemical wood pulp production lines in our province have alkali recovery devices, and the operation level is high. Enterprises such as Nanping Paper and Qingping paper do not need to supplement alkali all year round, and sometimes the profit of alkali recovery is not lower than that of papermaking. At the same time, the recovered heat is self-sufficient, and the waste heat power generation can be used outside the system. The main raw materials are wood and wood pulp, which is not only a feature of our province, but also our advantage. Forestry although Fujian Province is rich in forest resources and the pulp and paper industry has certain advantages, there are also many problems in the forest paper industry in Fujian Province. There are mainly:
2.1 the structural contradictions of forest resources are prominent, especially the lack of nearly mature over mature forests, the lack of immediate cutting resources, and the difficulty in improving the recent timber output, which have formed certain constraints on the local use of forest resources in our province to develop the pulp and paper industry.
2.2 due to the long-term impact of planned economy and fragmentation, forest has prominent institutional contradictions
2.2.1 forest afforestation is divorced from paper-making enterprises, and some aspects of the relationship are not straightened out, so investors are worried and dare not invest. As a result, the paper-making timber forest base has less capital investment, low scientific and technological content, and poor economic benefits in today's chemical plants and sites. Modern forestry should be high capital investment, high-tech content, large-scale intensive operation, in order to have high efficiency, but it cannot be done under the current system.
2.2.2 in forest management, industrial timber is not treated differently from other timber, and taxes are too heavy. Especially in the field of timber circulation, there are too many intermediate links, resulting in high operating costs. Therefore, although Fujian Province is rich in forest resources, the price of wood is also the highest in the country. At present, the average arrival price of wood in major paper mills in our province is more than 500 yuan/m3 (basically fluctuating in the range of 450 ~ 550 yuan/m3 in recent years). It is understood that the average price in Northeast and southwest China is 350 yuan/m3, that in the United States and Canada is only 30 ~ 35 dollars/m3, that in Chile is 30 dollars, and that in Indonesia is 20 dollars for hardwood. Many foreign businessmen are optimistic about the advantages of wood resources in Fujian Province and want to invest in Fujian forest paper industry, but they give up when they inquire about wood prices. The high price of timber in Fujian Province is mainly caused by many intermediate links and high taxes. It is understood that the farmers' income per cubic meter of wood is less than 30 yuan, the mountain owners (usually village collectives) are more than 90 yuan, and the rest are taxes and operating expenses, which accounts for too much. China is about to join the WTO, which requires that the production, supply and marketing of the paper industry must be in line with international practices. Now, the production technology, quality assurance and price service of our paper industry have been gradually in line with international standards, but forestry, as the main source of raw materials for the paper industry, and the relationship between forestry and the paper industry should also be in line with international standards.
